Principal Advisor – Cyber Incident and Emergency Management, Department of Premier & Cabinet, Victorian Government
David Cullen is the Principal Advisor for Cyber Incident and Emergency Management at the Department of Premier and Cabinet (Vic). David coordinates whole-of-government responses to major cyber security incidents in order to reduce negative impacts on government and the community.
In mid-2018 David established the Victorian Government Cyber Incident Response Service to support Victorian government organisations in reducing the harms associated with cyber security incidents. The service provides expert cyber incident management and coordination services to all Victorian government organisations, including Victoria’s 79 councils. Since its inception the service has responded to more than 200 cyber incidents across all sectors of government, including several nationally significant cyber-attacks.
David has previously held various roles in the organised crime and national security intelligence environment. Prior to joining the Department of Premier and Cabinet, David was the Principal Specialist for Intelligence at the Australian Criminal Intelligence Commission. David collaborated across government and private industry to combat serious drug trafficking, money laundering and cybercrime activities by Australia’s highest risk criminal targets.
